The Parliamentary Group of MRF - NEW BEGINNING - measures against the illegal fuel market to provide additional revenue into the budget

The Parliamentary Group of the MRF- NEW BEGINNING is proposing measures to bridge gaps in legislation which will provide additional revenue into the state budget from excise duties and taxes on oil and petroleum products.
The proposed draft law is a response to disclosed data on budget losses resulting from unpaid excise duties and taxes on the illegal fuel market, which in 2024 alone amounted to nearly BGN 600 million.

MRF- NEW BEGINNING is proposing a special law to create a special ordinance within 1 month obliging vehicles engaged in the transport of oil and petroleum products to be equipped with working and functioning GPS devices for positioning and tracking their movement.

This will also clearly determine the quantities of fuels entering refueling points. This will further be monitored by specialised software in the electronic toll collection system, as well as dedicated measuring devices to measure the capacity of the reservoirs. Such devices will be provided and installed by the Customs Agency.
The measure will allow the Customs Agency to monitor the spatial movement of such vehicles, as well as the control of loading and unloading points, thus providing serious additional fiscal revenue from previously uncollected excise duties and taxes, according to a recent analysis.

The proposal by MRF-NEW BEGINNING does not create any financial or administrative burden for businesses, since the necessary appliances can be installed at the expense of the state budget, with the expected revenue exceeding the investment many times over.
